Roxas City Taxis now issue receipts


ROXAS CITY, Capiz — Taxicabs with receipt-issuing meters started plying the streets of this city on Saturday, a first for a city outside Metro Manila.

Dubbed as “Capiz Cabs,” the receipt-issuing taxis are the first in the Philippines apart from those operating out of the Ninoy Aquino International Airport, said lawyer Antonio Ortiz, who chairs the Capiz Transport Multi-purpose Cooperative.

The cooperative, CTMC, which owns the captivating Capiz Cabs, launched the operation of the receipt-issuing taxi units on Friday in a ceremony held in front of Mary Immaculate Conception Cathedral here, following a motorcade that started from the Roxas City Airport.

This was also the first time that taxicabs will operate in Roxas City, where tricycles reigned as the mode of public transport.

The cooperative will initially operate five taxi units but the company plans to acquire more. The taxis will ply around Roxas City, Capiz’s 16 towns and, on special arrangements, to any point on Panay Island, said Ortiz.

Ortiz said five local businessmen, who are also members of the cooperative, put up the investment needed to have taxis in Capiz. They were Jose Nery Ong, Leny Albert Apaitan, Romulo Capunong, William Bantique, and Junith Blancaver.

Blancaver said it was Porfirio Clavel, regional director of the Land Transportation Franchising and Regulatory Board in Western Visayas, who made it possible for taxis to operate in Capiz by lifting the moratorium on applications for the issuance of Certificates of Public Convenience.

Under LTFRB’s Memorandum Circular 017 dated September 3, 2008, the taxis should run on liquefied petroleum gas and should be dominantly “sunburst yellow in color including the designs, markings, and logos.”

Aside from being able to issue receipts, the taxis must have two-way radio system and top light.

About 50 units were initially allowed to operate in Capiz under the terms of the LTFRB memorandum.

Uniformed drivers, professionally trained by the Capiz Visitors and Convention Bureau for tourism services, will man the taxicabs, Blancaver added.

I’ve checked on the official website of the province of Capiz today after the internet connection came back and it seems that it was hacked by someone with a code name “netroot.” You can see from the image below that the site was “polluted” by some links of different pornographic website. (see on the image below):

Now, what will it be the cause why the official Capiz Government website was hacked? One possibility is they (their SysAd or MIS) were not able to implement a secured site. It lacks maintenance and that’s maybe the reason why some are always getting a “Bandwidth Limit Exceeded” error whenever they are visiting the site. Actually they can make this site secured but it seems that they don’t care about how the reputation of this site will be online. Maybe not yet.

Now if the Capiz government don’t have someone to maintain the site, well I could offer my service. Of course for a fee :) . I can make their website safe and secure from these hackers.

I am really concerned with the Capiz website and I hope they resolve this matter as soon as possible. What will I do right now is I will try to send a SMS to a friend that has “connection” inside so that he can inform the people in charge of the site and solve it immediately. What is so bad with this hacked site is that it will leave a bad reputation for the site in online community which is not good for the province tourism. I will try my best to inform those tech guys and if they need my help I am willing to give my services. If they were able to read this, which I hope, don’t get me wrong with why I post it here. I just want to inform other people that this happens on the site and you should look on this matter ASAP.

Olotayan, the only island barangay of Roxas City with estimated land area of 100 hectares, actually got its name from native word “olo” (head) and “Tyan” (stomach). A popular legend that have survived the passing of decades said that in the olden days a wicked giant lived in the land and has always brought havoc and sufferings to the inhabitants who turned to the “anitos” or “anitas” (gods or goddess) who dwells in the land for help. Their pleas were heard and a strong lightning hit the wicked giant which scattered his body to the sea. The islands of Roxas City where then named after the body parts of the giant. Thus, his head and stomach (Olo and Tyan) became the island of Olotayan. Other islands like “Mantalinga” came from the Mata (eyes) and Talinga (ears), Tuwad (Buttocks) and Sepatos (feet).

There is no electricity within the island. Drinking water supply was rationed every week from Roxas City by the Metro Roxas Water District. If you want to visit the island you can contact the Olotayan Beach Resort at 6211-058 which is owned by “Dos Hermanas: Dra. Evelyn Sicad and Mrs. Magallanes. There are cottages and beach house with 2 rooms and sleeps up to 4-6 people. A solar panel system generates electricity for the resort.

Other land within the island according to Roxas City hall record was owned by Olotayan Development Realty Corp., lawyer William Villareal, and the Sicad, Aninang and Arenajo families.

Olotayan island is composed of four (4) different sitios: Puting Balas, Look, Sawang and Capaculan. Majority of the people in the island lives within Sawang and Capaculan. The most popular among this is Puting Balas, where Olotayan Beach Resort is located. It could be found in the south-western part of the island. Puting Balas 100 meters shoreline is made up of white corals, shells and white sand. This is an excellent beach for sunrise or a picnic lunch and a very scenic or picturesque beach location.

At present, the total population of the island is 959 more or less with 175 households. 80% of this are in the poverty threshold. Fishing is the major industry on the island. It produces blue crabs, squid and different variety of fish. Barter system or trade still exists in the island.

Illegal fishing using a trawl at the shoreline of Olotayan Island destructs and damaged the coral reef. The island has been declared as a fish sanctuary by the Roxas City government.

An islet in the western coastline called Magatalihan is ideal for diving. It was preserved to be a fish sanctuary of Roxas City. From this beach, you can see Napti Island and the lights from the “Peoples Park” in Baybay Beach at Roxas City during night time could be seen.

The best time to visit Olotayan Island is during summer (March-May). Seasonal conditions can also affect the beach itself. Strong currents and dangerous shorebreaks in the mouth of Punta Cogon River could be experience going to the island in the month of November and December due to typhoon season. You have to check and observed the surf condition at Baybay Beach before going to the island. Hire a bigger boat with life jackets available for the passengers at the Banica Wharf.

Olotayan island is a good place for swimming and snorkelling during calm surf. You can also enjoy sailing, jet-skiing/flat boat riding, wind surfing, skimboarding, fishing and also seaweed harvesting. Don’t forget to bring your googles, underwater camera, swimwear, first aid kits and foods in visiting the island.

If you wish to visit Capiz, paradise Philippines and want to stay to a place with your family to enjoy nature and swimming after the Sinadya sa Halaran :D , I'll recommend you this place that is outside Roxas City. The place is found at Pontevedra, Capiz, paradise Philippines. This is Villa Consortia. You can reach it via jeepney or L300 30 minutes from Roxas City. If Sinadya sa Halaran is every December, in Pontevedra they are celebrating the Balintawakan Festival every 15th of May).

Balintawakan Festival (every 15th day of May), Pontevedra, Capiz. Balintawakan is a simple gathering, mostly of senior citizens of pontevedra, Capiz, Paradise Philippines who are sentimentally bound together to an unwritten commitment to preserve a simple tradition which began long ago and was only interrupted by World War II. People hold a Binayle (disco) at the town's public market. Its highlight is the search for Miss Balintawakan as the Festival Queen. The event is capped by a Rigodon de Honor. The Filipino costume called Balintaw is the official attire of the womenfolk participating in the affair.
