Barangays of Roxas City, Capiz Forty-seven strong and productive units

The City of Roxas is composed of forty-seven (47) barangays of which eighteen (18) are urban and twenty-nine (29) are rural. It is classified as a second Class Component City belonging to the first political district of the Province of Capiz along with the Municipality of Maayon, Panay, Panit-an, Pilar, Pontevedra, and Pres. Roxas.

Following is a list of duly elected barangay captains of these 47 barangays of the city in the October 2007 elections.

ROXAS CITY – Capiz Provincial Police Office (CPPO) topped the one-day Inter-Police Station Shooting Competition organized by CPPO director Senior Supt. Josephus Angan and Capiz Gun Club (CGC) under the leadership of Dr. Nicky Mejia.
In an interview, Supt. Angan said “this competition is going to be a quarterly training for our police officers so as to enhance their shooting skills and be more familiar with their service firearms.”
“This is also aimed to improve their self confidence and capability to deliver effective police work,” Angan added.
The competition was participated by all sixteen municipalities of Capiz including Roxas City, the two mobile groups (604thand 605th) and the Provincial Special Operations Group (PSOG). Every team is composed of four shooters, each with a lady officer, as required.
On the other hand, aside from being the host, the members of the CGC served as range officers of the competition. SPO4 Junie June Hervias served as the range master, while SPO1 Jessie Agana, Police Officer Amie Bulaqueña, Police Officer Rey Demontanio, Nelson Mancilla and Ronnie Buncalan were the range officers.
The competition’s rule was based on the number of rounds and course of fire per stage. The first stage is a small course that allows the competitor to use nine shots, while second and third stages are medium courses where the competitor is required to have 16 and 15 shots, respectively.
According to Dr. Mejia, “my Presidency will end this March, thus, I would like to leave a legacy that Capiz Gun Club is in full support to our police force in maintaining the peace and order situation of the province especially in its war against illegal drugs.”
CPPO bagged the championship trophy in the team category, while Roxas City, Dao and Cuartero Police Stations bagged the 1st, 2nd, and 3rdplaces, respectively. In the individual category, Standard Division, PO3 Larry Pasmo of CPPO was the champion. PO1 Ronnie Recto (CPPO) took 1stPlace prize and PO2 Pablo Lerona (Mambusao), that of the 2ndPlace.
In the Production Division, PO1 Melvin Odiaman (Dao) was the Champion, PO1 Leandro Antioquia (Sapian), got 1st Place and SPO1 Alex Alisasis 2ndplace. In the Lady Shooter Division, PO2 Bordo of Roxas City was the Champion and PO2 Lacson of Dumarao was in the 1stPlace.

ROXAS CITY – Newly-installed provincial warden of Capiz Rehabilitation Center (CRC) has started initiating measures and introduce new systems that would make the jail truly a place where inmates could be rehabilitated.
OIC provincial warden Arjuna Yngcong told The News Today (TNT) that he wants the inmates to undergo rehabilitation not only morally and spiritually but also to avail of livelihood so that they could help their family even if they are inside the CRC.
Ycong said while the inmates await for their cases to be decided in court, they are taught inside the rehab how to earn money to support their families.
He said there is a Kabuhayan Center inside the jail where inmates are engaged in handicrafts making, piggery, poultry, fish culture, massage, hair cutting, manicure, and key making.
Presently, there are some 30 inmates who are actively engaged in such livelihood activity.
He added that there is a chapel inside to teach them (inmates) to become God-fearing.
He also said that there are videoke machines inside the CRC for the entertainment of inmates.
Yngcong said a stage and rest area for visitors are also being planned out to be put up inside CRC.
Meanwhile, Yncong said that former Mayor Ike Patricio of Pilar who is now chair of Parole and Probation Office, will donate P100,000 for the inmates and he will also give financial help in the construction of the stage.
He also said that an infirmary will be established inside so the ailing inmates could avail of first aid treatment.
Yngcong added that an isolation cell was constructed for inmates who violate the rules and regulations of CRC.

US troops will continue with their civic mission in Capiz despite the threat posed by the New People’s Army.

“There’s no problem with the medical mission,” Capt. Renante Besa, 3rd Infantry Divison information officer, told The News Today yesterday, as he downplayed the order of the Communist Party of the Philippines for the NPA to conduct offensives against Balance Piston 09-1 in Jamindan, Capiz.

Last week, two units from the NPA figured in a misencounter in Brgy. Buri in Tapaz town. The military said that they were on their way to harass the training exercises.

Besa said that the 31 US trainers conducting the training will also be joining the medical-dental mission to be held in Brgys. Agloloway and Jaena Sur in Jamindan town.

Security for the US troops have already been arranged with the Philippine National Police and Jamindan Mayor Ethel Jinon, who will also be joining the civic mission, he said.

Likewise, barangay officials and residents in the area are helping the Armed Forces of the Philippines monitor the presence of NPA rebels, he added.

“We also constantly conduct security patrols in said barangay,” Besa said. The barangays where the medical-dental mission will be held are situated in the periphery of Camp Macario Peralta, where the joint military exercises are held.

“So I believe there would be no problem,” he stressed. “That is why security is not a problem.”

The threats, he said, are ‘usual’ and ‘expected.’

“Training is (going) smoothly as planned. We are prepared for whatever threat,” he said.

About 141 troops from the Army’s 3ID are involved in the joint military exercise, which will run until February 20. Balance Piston 09-1 involves 11 training events, which includes civic action programs.
